I can't install Dell Webcam Central

I have a Dell Studio 1747 laptop with Windows 7.
I had to delete all my partitions and re-install Windows due to a virus, now I am trying to re-install Dell Webcam Central and it won't let me. I updated 2 drivers that were available on dell.com and tried using different links to install it.
Everytime I try to download it I get the same message:
Setup could not detect any Dell Webcam Central on your system.
Please ensure that your Dell Webcam Central is properly installed before running this setup program.
I know it is not installed because that is what I am trying to do, what am I doing wrong?
Dell also gave me a link to use and I tried it and it still didn't work ftp://ftp.us.dell.com/Browse_For_Dr...l_SX2210-Monitor_Webcam SW RC1.1_ R230103.exe

What files did you install from Dell?

 

Have you installed your Chipset Drivers first? Followed by your video, audio and NIC drivers.

 

I can't find my service tag and Dell can't detect it for some reason.
I just went to dell.com and installed 2 files they had under drivers.
No, I did not install those and I don't know how. I'm not good with computers

 

Ok so I installed all the drivers and then I got to the last part and tried to download the Factory Installed Software from my dell downloads and it had to scan my computer ( it said it takes about 5 mins) however mine lasted for over 6 hours and nothing happened so I just stopped it. Is there anything else I can do?
