i guess i have a debugger error???

i was told to come here so heres my question.
when i turn on my computer it takes forever, then a error message pops up. there what it says...
Notify Alert.exe Common Language Runtime Debugging Services
Application has generated an exception that could not be handled.
process id=0xd4(212). thread id+0xd8(216)
click ok to terminate the application.

so if i click terminate it goes away till my next turn on... if i hit cancel i get this message

registered JIT debugger is not available. an attempt to ;aunch a JIT debugger with the following command resulted in an error code of 0x2(2). please check computer settings.
cordbg.exe !a 0xd4
click retry to have the process wait while attaching a debugger manually.
click on cancel to abort the JIT debug request.

so if i hit ok it goes away.
but it takes a couple of minutes to come up when my computer has started up... and i cannot go to anything until the error is displayed... i have no idea what it is or what it does... can someone help me? i have a dell with windows xp just got service pack 2 downloaded finally. if that helps any...
