i keep getting a we have blocked this download

i keep getting a thing drop down from below toolbar when i try to download something ,anything,it says something like dwonload blocked,then it says something like what are risks and a bit where i can download anyway,i got rid of it once but laptop been in shop and it back to factory settings now i cant remember how i took it out,its driving me nuts as im re istalling stuff like ccleaner,ant virus all the things w need lolim rather new so be gentle with me as i dont know all lingo and im old! abd really fed up with this long way round getting my stuff back grrr hahahahahaha,xxxx

 

Tools, Internet Options. Click on Security Tab,, click on Internet,, click Custom Level.
Scroll list for Downloads,, look for "Automatic prompting for file downloads" and check "disable". I hope this helps.
