I need some Major help

I was sending an e-mail on a web site and then everything started to go really slow and the light on my tower was blinking like crazy and so i decided to force shut down and reboot in safe mode. I did a Clean UP, CCleaner, and AdAware, but AdAware said it couldn't delete a couple files, So i tried manually but it wouldn't let me so I rebooted in safe mode w/ networking and It gave me excessive pop ups, so I tried to download BitDefender but it couldn't on safe mode so then I rebooted on regular windows, and it looks like my icons are all locked. And it won't let me download BitDefender at all, what do i doooooo
