You can't get simpler than Picsizer. Just download it, open the photo in it and use the size buttons in the top left hand corner to reduce or enlarge, as needed. Then save.

 

You dont need to download anything,open paint,at the top left click file,open your dog picture,first just go to,file,save as,save the picture as jpeg image this often will automatically shrink the file size if it doesnt,click image at the top,then stretch scew,put the horizontal and the verticle down to say 60% then again save the file as jpeg this should bring the file size down enough,if its too small just choose 70% ect.,ect.
