I was just Wondering...

I was just wondering if anyone knows of a software that would allow you to shutdown and restart a computer between certain hours. And must be password protected. I know that there are many softwares out there that will shutdown your computer at a given time but I need one that would disable using the computer between certain hours.
Children seem to be getting a lot smarter nowadays. And I would like to restrict their access to the computer between certain hours of the day. Say....like when I'm at work.
Any ideas or suggestions will not be refused. Thanks
