When I enter safe mode I notice that I have the ability to log in as an administrator or under my name. However, I am the administrator and the computer was set up with only myself as the user. So, when I make changes to the IE Options as per sticky regarding "How to protect yourself from malware" do I need to change these under my name in normal mode or in safe mode under both my name and the administrator's option. I know already that changing it in normal mode does not affect the administrator's IE options, they are still at default. Again, I am the only one on this computer.

You need to change them for all user accounts individually. It does not matter whether you do it in safe mode or normal mode but obviously you can only change your Admin account in safe mode.
