IE and Mozilla open page in chineese

After I was Installing WinRar I,ve got infected with something that permanently pop up a window said "intervalhehehe". I follow a very long and exhausting instructions, downloading several malware, spyboot,etc. At the end the windows did not pop up again, but the IE and Mozilla browsers are still opening with a page (IE)in chineese and with another page that looks like a Microsoft page saying Alert: You computer have been attacked by spyware or viruses. Please download AntiSpayware to fix. I need help because the only browser I can use now is the Safari for Windows. This is a copy of the page that came when I open Mozilla:

Were you installing a legal copy of WinRaR or was it an illegal copy requiring a crack or a keygen. If illegal, uninstall it now or you may have difficult fixing your problems.

If you have problems downloading on the problem PC, download the tools on another PC and burn to a CD. Then copy them to the problem PC. You will have to skip getting updates if (and only if) your internet connection does not work. Yes you could use a flash drive too but flash drives are writeable and infections can spread to them.
