IE colors are whack!!!

Take a look at the screen shot below... all the font sizes are too big too. This is only in IE6 (I haven't tried Firefox yet). I looked at every setting in IE (yes, I clicked the Colors button, the Font button, and the Accessibility button in Internet Options). I used the 'Restore Advanced Settings' button to no avail. Every web site has just blank white background, no color, and most pictures and images do not show either. Plus, many pages have the formatting messed up. Like at Yahoo.com, all the buttons aren't where they should be.... any ideas?
(I already did a WinXP Home repair install).

I don't have access to the PC at this particular moment (I did earlier, and will again tomorrow), but I read the link, and here's a quote from it:
"A few things to look at:

Internet Options> General> Accessibility. For most users, nothing should be
checked.

Control Panel> Accessibility Options> Display. Make sure that High Contrast
is not checked.

Some desktop themes can cause trouble. Disable the theme. "

I already checked the first 2 items, but didn't check the desktop theme, mainly 'cuz I didn't think it could be the issue, but I'll check. The PCs owner said that IE wasn't working at all when he brought it to me (IE indeed was not opening web pages past the home page). He had IE8 installed and there was no option to uninstall it, so I performed a safe repair XP Home SP2 reload. Now it's back to IE6, and web pages open, but as we can see in the screen shot, the colors are still whack, even after the repair install. All colors/schemes/themes appear to be normal everywhere else, but I'll take a 2nd deeper look tomorrow.... thanks!

Anyone else have any ideas? Link? Suggestions?
