IE freezes up when I try to download

Everytime I try to download the Merriam Webster Toolbar or Macromedia Flash Player plugin Internet Explorer freezes up. CTRL+ALT+DEL shows that it is not responding. I choose end task and all other IE windows close too.

EDIT: I temporarily disabled NIS and NAV and while downloading the Merriam toolbar and it worked. I couldn't get the same effect with the Macromedia download, though.

 

I've tried ran the repair IE program that is under add/remove programs. Then, I went to the macromedia website that I could download the Flash Player from. I tried telling NAV to enable scripting and I set my IE security to prompt for all scripts. It didn't work. I then set the security to enable all scripts, but even that didn't work. The browser kept freezing up. I wish there was a way I could download it and install it from the computer, or figure out what keeps freezing up the browser.
