I have a computer where IE8 says it's unable to display the web page. However, I can ping any website. If I boot into safe mode with networking, I can access the web fine. This leads me to believe there's a virus blocking IE from getting out. There are no other indications that there's a virus such as pop-ups. I attached the logs that I could, but RootRepeal kept locking up during its scans. RR did find some locked files, but I can't get to a point of saving a log. However, it did generate a crash log.

I am not seeing any malware in your logs. You do need to use windows explorer to find and delete:
    C:\WINDOWS\Tasks\at1.job
    C:\WINDOWS\Tasks\at2.job
    C:\WINDOWS\Tasks\at3.job
    C:\WINDOWS\Tasks\at4.job
    C:\WINDOWS\Tasks\at5.job

Then right click your IE icon on the desktop and select Run without add-ons. Can you surf now?

Do any other browsers work? You will probably need to post in either the software or networking forum for further assistance. Your logs are clean.
