If I get a new external hard drive now, can I expect compatibility with Windows 9?

I think it's pretty safe to say all harddrives will be compatible with windows 9 so get the biggest fastest drive you can afford.

If the harddrive doesn't fail prematurely due to a manufacturing flaw or misuse then it will easily be good for 5-10 years.

It sounds like you are after longevity.
Figure out how much space you could need and double it, that will give you a size.
Then look at reliability, reliable drives cost a little more but are worth it.
I have some raided Raptors still spinning after 6 years.
Some drives have a one year guarantee, look for five years.
