Installing UPS Worldship on WinXP

Last week (10/16/13), I ran into a sudden issue with Worldship 2012 that was installed on a WinXP (SP3) system. It just stopped when starting up, there out an "issue with the database" and closed down. I tried to fix it most of that afternoon with a UPS tech on the phone and then a UPS tech tried most of Thursday morning trying to fix the problem remotely. All in all... nothing. UPS tech (and most of the failure reports) pointed to a bad/damaged SQLserver.

So... I have put together a brand new system and -- using the same OS -- have tried again to install UPS Worldship (various versions 2011 to 2013), spent time on the email with a UPS tech going over the various issues and just today another UPS tech remotely accessed the {new} system and tried to get Worldship installed and he finally gave up and says that the issue lies with Windows.

Anyone out there come across this? Is there a recent update that might causing the problem?

Any help would be greatly appreciated.

Sorry - forgot to add that everything seems to be point to the MSDE component. That is where the UPS Worldship program crashes on install.
