I Know that with the Old Dial In MODEMs every Time you Loged into your Internet Provider they gave you a New IP Address.

Then but with DSL and Comcast you are always Loged into your Internet Provider.
So you have a Static IP Address.

I have Comcast for my Internet Provider.
Am I Right they are doing something to your IP Address to keep it from being Static?

Or am I Off on how these things work?

Comcast is my ISP. I just checked my IP and it is the same since Nov. 7, 2017.
    You are not right.

The IP "might" change if the power is out for an extended period of time but again there is no guarantee on that either. We've had power outages during the last 2 years and 5 months but none have been longer than 8 hours.

Since Comcast has control, they can change it when they want.
