Internet problem

I just got Road Runner and I purchased 7 MPS and am only getting a high 3 MPS. I called Time Warner and a tech came out and plugged in his laptop and got a high 6 MPS, and told me it had some thing to do with my PC!!!! Any feedback would be helpful! I did shut down firewall and all obvious programs that might slow down a computer....even went as far down to just 20 processes in Task Manager.....bare minimum....with same speeds as the 1st time!

 

What are you using to measure the speed and where are you downloading from?

 

Also how old is your PC. You may want to upgrade your NIC.

My motherboard is 2005, everything els is 2007-2008. How do I upgrade my NIC. I've tried to repair it, ipcofig, ipconfig /renew...any other ideas?

 

The guy who came there used the exact same speed test?

 

yes, he did...than I tried other sites with the same results.

 

UPDATE! I just went out and bought a new Network card and am now getting a high 4MPS real close to a 5, but should be getting closer to the 7MPS I pay for. I know I will never get the full 7 and that speeds change depending on the time of day due to high traffic. I still think I'm about 1mps short somewhere. When I do my speed tests I shut down the firewall, AVG and all other programs that could possibly slow me down and the speed tests don't very much.
