internet problem

hello MG.

been having a problem with my internet connection for the past couple of days
i bought a new pc about a week ago everything was running fine i started having a few problems like NT authority/system must restart shutdown in 60 secs blah blah..

so i formatted my pc kept getting the same problem but then i noticed that my internet was not working properly i kept getting "page timed out" and "address not found" so i formatted again thinking mayby i had re-installed the network wrongly but that did not help so i got my old pc out and connected it up to the net to see if i could find some answer's... but would u believe it my old pc couldent connect..

few things to know is i do not have a router i do not use wireless, im useing a ethernet cable i do not have any firewalls because ive formatted and not been able to get on the internet to download any scanners/protectors im also useing windows xp on both systems

ive restarted my virgin broadband modem countless times and i have called my isp he did not help much but he said everything is working at there end few other things u should know is if i run the computers in safe mode the internet works fine but in normal mode i get like a sent/receive packet ratio of 150/5 after 20 mins i have 150k sent and only 5k received i have also tryed enabling the same services in safe mode as normal mode to see if there was a problem with any of them but that did not help..

i cant think of anything else ive done and missed but will add anything i can think of..
