internet quota help please

    Hello,

    I have a friend who has just connected to the internet with a 10GB cap.
    The system is XP Pro with service pack 3 and Internet Explorer 8.

    There are only two user accounts created at this time, an Administrator and a user account, the remaining user accounts haven't been created yet.


    Task -

    There are four users, he wants to assign individual internet user usage / quota - namely for the kids so they dont go way over the cap of 10GB.
    Something along the lines of 2GB each.

    Help -

    Do I need to download some form of internet traffic shaping program and install it as administrator?
    If so could you please recommend a relatively simple interface, as after I have set it up I will show him how to use it... :confused
