    Is it worth the effort to program for Win16? Would anybody use such a program? Or is it a waste of time and effort?

    16-bit programming is a waste of time, effort & money.
    They will not run in Windows 10 64-bit. In Windows 10 32-bit the user has to enable NTVDM which itself is no longer developed.
