Is something going on "out there"?

We have been experiencing an unusual problem in our network recently and, as I talk to others about it, I'm finding that others are experiencing the same problem elsewhere.

We are having brief and fairly frequent internet connectivity issues on a workstation by workstation basis. One user will lose Internet connectivity for a minute or two but all other users around them do not have any problem. This has happened to every user at least three times a day for the last week.

This is happening while using various websites and various browsers (IE and Mozilla). We have two separate WAN links and, after isolating each, we find that it happens with both. I have swapped out our network switch and it is still happening.

Another user in our office reports that her husband is having the same problem in his office. My wife tells me that it has been happening in her office as well. What the heck is going on?

Just a guess but I think there may be some problems and preventative actions regarding the DDOS attacks from North Vietnam that have been reported against many US and South Vietnam websites recently.
