Is the "Your computer in not back up" popup really a virus?

Each time I restart my computer I get this message

Reminder: "Your computer is not backed up, backup your on-line files today."

Usually, I just close it, but I recently read that this was a virus and I should delete it. Is this truly a type of virus and, if so, how can I delete it?

In the end I don't think that it was a virus. And while it was difficult, I think that I finally got rid of it from my computer. At this point that problem seems to be resolved.
