I've lost permission to install some software on Windows XP

I recently downloaded YouTubeVideo2MP3 Firefox plugin (only so I could save some songs from an old TV show that have never been available to purchase), but I couldn't get it to work because it said I needed Java. When I went to download Java, it said I didn't have permission.
This has happened to me before. I am the only person who uses this PC, and so I am the only Administrator.
What's even stranger, is that I also recently installed 2 free font creation programs (Type Light and Font Forge) and I never got a message saying I didn't have permission to install those.
But I think I also tried to download the most recent version of ComicRack a few weeks ago and that time, it did claim I didn't have permission (maybe ComicRack uses Java, I don't know).
Does anyone know why this keeps happening and how I can fix it (hopefully permanently)?
    Thanks

When you go to the Oracle website, you have to agree to their license agreement before the site will let you download. Perhaps you neglected to do this?

I'll double check when I get home, but I'm pretty sure I clicked to agree. When I try it again this evening, I'll make sure I'm remembering the sequence right, but I'm pretty sure Java downloaded and that when I tried to install after clicking "agree", that's when I get the message that I don't have permission.

You don't think that it would have anything to do with the fact that I'm using Windows XP on my desktop instead of Windows 8? I was thinking maybe the latest version of Java may not work on XP? Somehow, that doesn't sound likely to me, but I really have no idea.

    Thanks for your input.

I only have Java on one computer (8 currently in the house) and it is XP.
The latest version will install on XP. Of course after I update it, I immediately disable it.
Current version: v7 update 17 issued on March 4th.

Java was responsible for 87% of infections and over 93% of browsers are vulnerable.

Like plodr said in her reply, there have been a LOT of problems with Java. However, if you frequent sites that require the JRE be installed on your computer, try running the installer as Administrator by right clicking on the installer and selecting "Run as" and select Administrator from the dialog box that comes up. Put in the administrative password and go from there.

I, too, am running XP Pro on my laptop. A couple of days ago I installed JRE 17u_17 after not having it on my computer because of the reported issues. But, I frequent a couple of sites that require it.
