Klingon Academy help

I have a problem with the 2000 game, Klingon Academy. It crashes at startup. It worked before, but now is chooses not to work, as Windows programs are want to do.

Here is the exact message it gives me:

KA.1CD has encountered a problem and needs to close. We are sorry for the inconvenience.

Here is the file involved in the problem, and is being sent with the error report:
