Language changed

I have a client with Windows 98, she went to use Word 97, it came up with an error, either not enough disk space or not enough memory, anyway she restarted the computer, it threw out the video display drivers but it also changed the language on the desktop, system folders, registry, control panel etc into, it looks like Chinese.
I reinstalled the display driver ok.
I have gone through all the logical places and there are no additional languages installed anywhere.
I did find she has got the Sober virus but that isn't known to do that, I havn't brought it back to my Workshop yet to scan etc but will tomorrow.
Is there any know thing that could cause this, a different virus perhaps??

Brought the computer back to Workshop and plugged in and turned on, guess what no Chinese type characters, makes me wonder whether the keyboard might be at fault here or the Monitor as the Mouse is brand new, having just supplied it recently.
Anyone else come across this issue with a keyboard or Monitor???
It is not on a Network either.
