Laptop display is flashing.........

    All of a sudden my display screen is "flashing" when I move the cursor over most things on the display? It flashes as I move the cursor - it does not flash at all if I leave the mouse alone. Any chance it could be something simple like low battery in my wireless mouse? It is a Dell Inspiron that is only 6 months old. I've already had to have them come and replace the motherboard and display. They are telling me that it is a software problem, and I need to talk with their "paid" tech department, but I don't think so. I would really like a new machine. Would that be unheard of?
    Anyone had this problem and found a solution? Thanks.

    have you recently installed a new display driver by any chance, or made changes to the display properties (resolution)?

    Boot into safe mode and tell us if the same thing happens.

    Safe Mode won't allow me to open IE. I restarted to regular mode and I am getting an error message that says "dciman32.dll is missing. Reinstall and try again."
    Reinstall what?
    I have a backup on an external. Should I just reinstall Windows? Or should I try reinstalling IE?
    "Flashing" might not be the best term. "Blinking" erratically might be a better term.
