i've used this program before on my laptop to disable powernow on the amd chip (don't use it anymore cuz i rarely use it plugged in now). i remember finding a setting in there that kicked both fans on full blast full time. if you can figure it out, it should work for you.

Have 20 bucks,,,,thats not too much,,buy a 20in window box fan and sit your laptop on it LOLOL,,,you will cool that thing down in a hurry,,,,and the room will have nice air flow,,just don't dry out your eyes while trying to type hehehe,, !!!!!!!,,..of course wont be convinient in starbucks though,,,!!!:p ,,,and this is a real concept I have here for anyone PUSHING A P4 laptop at 100% ,or overclocking a tower,,,,,running a folding or seti project 24/7

I actually DO IT ,,,which is probably funnier the the IDEA,,,at night I place the fan on its side and park my notebook on it,,trying to get a few more years out of a processor that is maxed out all the time,,this is the silly answer,,,Glenn

I have Latitude CPT 500's that run 2K (originally 98) that are the same way. The fan almost never comes on.

I called Dell support for the hell of it, and they told me that the fan won't come on until the thermostat read like 200*. That harly seems right to me.

In either case, I downloaded from Dell, the 32-bit diagnostic program. It consists of 5 floppys and contained within is a little test for the fan. It tests at like 3 different rpms.
