laptops a dv1315cl, the problem has persisted with the previous hd that was installed. The power scheme in XP home is set to always on. Removing the hd and putting it in an external enclosure fixes the problem so I don't believe its related to the hd itself.

After a few minutes of no use, my laptop hd spins down. This causes a pause for a second or two along with a spin up noise when I start using it again. My goal is to have it always spinning. Is there a setting somewhere that I'm missing?

There is no need to have it spinning all the time if you are not accessing it. The laptop is probably doing it for powersaving if you are unplugged at the time. If plugged in, I would not worry about it.

Now if the computer is accessing the drive, it will stay spinning, otherwise will normally spindown.
