learning slowly

    Iv'e managed to read a bunch of material on overclocking and understand the basic fundumentals of it. But i'm noticing that it's not my cpu that i need to oc. I'm running a sempron 2600+ 1.8 ghz on a biostar k8m800 m7a with pc3200 pny ram. perhaps i may be being misled but the overclocking program that came with my board is telling me that my ram is running at 166mhz. this confuses me because what i've read is that pc3200 (ddr400) should be running at 200mhz. so i guess my question is is this making my system run slower, is it normal to only run at that speed, and is there away to oc just my ram without over clocking everything else.
