I have a Lenovo IdeaPad 700-15ISK with the following custom spec/ugprades:

    Intel i5-6300HQ @ 2.30Ghz
    16GB DDR4 (upgraded from 8GB)
    GTX 950M
    PNY CS1311 240GB SSD

I have about 60-70 tabs open (most are suspended) - gmail seems to be using the most. But my memory usage somehow is always above 75%. On my desktop I have an AMD Phenom II X4 with 32GB DDR3 and I barely use 12GB and I have even more tabs open and I don't get lag on my desktop.

I feel like there is something other than chrome eating up all the memory, maybe something in the pagefile?

Something in the page file? Understand the page file is located on your disk drive. It supplements your installed RAM. It does not consume it.

Your problem is Chrome as your image files clearly show. And note this is a problem many Chrome users often encounter.

You need to be closing those tabs when done with them. If you regularly access a page, create a bookmark for it.

Yeah but it's weird I have my chrome account synced with my desktop and on my desktop I barely go above 12GB ram usage whereas here its close to 15GB. I need these tabs open as I do a lot of remote work, should I just add more RAM?

You cannot really compare the way a notebook uses RAM with the way a PC uses RAM. Notebooks have to deal with a lot more "power management" issues that don't concern PCs, for example.

As long as you are not getting out of memory errors, you should be fine. Make sure you are letting Windows manage your page file. Make sure you have lots of free disk space. There is no set value or formula for free disk space, but I generally recommend ~30GB as that ensures Windows has plenty to operate in. If necessary clean out the clutter with CCleaner of Windows Disk Cleanup. If still low, uninstall any programs you installed you don't use.

Check your startup programs. If you don't need them running when Windows starts, remove them.

Gotcha, well there is 50GB free disk space. Windows is auto-managing the pagefile. I guess I'll have to buy some more RAM or a better/larger SSD. Sometimes the disk usage is high 99% when writing an email on gmail.
