Limit program access to users.

Hi I have a question.. When I originally setup my computer I made a user account with admin privledges.. I installed alot of programs onto the computer. I wanted to make another user account that was admin but I do not want all of the programs to be available to that account.. How do I limit the access to the programs? The main reason I want to know is so I can create a setup that doesn't have all of the programs and taskbar applications that load up.. Can anyone tell me how to do this?
