Limiting who can control Windows

I have Windows XP HE SP2. There's two accounts: mine set up as administrator and one as limited account. The limited account can download from the net. I want to limit this ability. Want the limited account to be able to download say music from iTunes but not to be able to download new applications/programs. Is it possible to do this?

 

Because no one has responded I am wondering:

1. If this cannot be done - I'd be grateful if someone would let me know

2. It can be done and people think I ought to know, I don't - so would appreciate guidance on how to do it

I've read all the Microsoft Knowledge Base white sheets that I can find that relate to limiting access rights and I can't find anything that is as specific as you say you need.
There are several programs that can be had that may do what you want.
The most promising that I've found is:

It has a trial version that would allow you to download it and see if this is what you are looking for.
There are also programs such as:

that say they are customizable but are not real clear how customizable they are.

My only advice to you would be to download a few trial versions of these programs and see if any of them is for you.
