When trying to stream a live radio station from its own website it downloads for 45 minutes before it starts playing but is 45 minutes behind live broadcast. Then after playing for 45 minutes it stops playing and starts the cycle over again. It is not the station because it works OK on my laptop and iphone. It is not the browser as I get the same results on Chrome, Firefox & Edge. Everything works OK through IHeart radio, Pandora, Utube etc... Live radio stream used to work. I'm running Windows 10, BitDefender, Malwarebytes, SuperAntispyware as I always have. What is causing this downloading vs. live streaming?

Most likely it has to deal with your ISP.

Go here below and check to see what your data speed is.
    http://beta.speedtest.net/

Than paste the results of the test.

Oh and paste the link of the station that you are trying to listen too.

When you click on the listen live it opens another tab and the indicator spins and says "preparing media..please wait" and sits like this for 45 minutes before starting.

Are you downloading any thing at the same time. This can effect the delay on that slow of a speed.

But also if could be the flash player as well. The web site might be using a outdated flash player version.

I get exactly what the OP posted using Palemoon
I didn't wait 45 minutes to see if it would ever play.

I just fired up Internet Explorer and it said I didn't have flash. I do. Perhaps the site doesn't know activex is the flash plugin. Anyway, i said allow and I didn't even get the spinning part to show. Nothing.

I finally got it to play almost immediately. I fired up Vivaldi, one of my backup browsers. Might I suggest you try either a chrome-based browser, like Vivaldi, on a computer or see if it works on an android device.

    FWIW...
Using Internet Explorer 9 or Firefox 45, and Adobe Flash Player 26 (all outdated), clicking Listen Live, playback starts within a second.

I got the same results using Vivaldi, 45 min download before starting then playing for 45 mins before starting the cycle over. I do not believe it is the radio station website or the browsers as I get the same results using other radio stations and other browsers. I believe there is a setting in Windows, Flash, Defender or some other program that got changed during recent updates but just can't find it. It is downloading then playing instead of live streaming. It used to work on this desktop until just recently. My laptop runs almost the same software and it works as expected firing up the music in 2-3 seconds.

It could just be Defender causing the issues. Because it is continuously running in the background. And it sucks up resources badly. Not only CPU and ram but the internet too.

Have you checked if Flash is enabled in your browsers?

Vivaldi uses the PPAPI version of flash. I don't have this installed. (I double checked my extensions just to be sure). I only have the activex, which IE uses and the NPAPI which Firefox/Palemoon uses versions of flash installed.
So since my Vivaldi works with no flash installed, I don't see how it can be a flash issue.

RESOLVED. BitDefender was the culprit. When the latest version updated it must have gotten corrupted and was seeing the live stream radio as a phishing attempt and blocked it. Uninstalled and reinstalled BitDefender and all works as it should, all radio stations now play as they should. Thanks for everyone's time.

Well, I thought this was resolved but it started blocking radio streaming as phishing attempt again. Have to turn off protection shield to let the stream through then turn it back on again. At least I know it is BitDefender Free causing this ... Oh well, for free...

I don't run BitDefender so I can't tell you where to look. There must be a place to add exceptions. (I do this in Malwarebytes) so you can stream the things on that site and still have BitDefender on.

Just add the URL to the Exclude or Ignore list.
