Might be this key in the registry>>>HKEY_LOCAL_MACHINE. Not sure but it is in regedit.

    Start/run/regedit.

    Don't change anything.

Why is some of the registry "local"? Is the rest in Tahiti or some other exotic location?

    Well, better local then remove.

Local is just stating that it is located locally on your computer.

Vice remotely on a network machine.

There are different hives that contain your registry. The basics are:

    HKEY_Classes_Root (typically stores your associations)
HKEY_Current_User (typically any info pertaining to your user account)
HKEY_Local_Machine (typically machine specific settings and programs related to all users)
HKEY_Users (Where copies of all your user accounts are saved to when they log off)
HKEY_Current_Config (Configuration settings on your machine)

This is a very basic list of what is stored in the registry. There are others.
