Local Security Policy, Administration Removed.

I followed a video to fix a problem i was having and now I'm unable to run ANYTHING in administrator

I have no idea how to fix, i looked around for a couple of hours and nothing has helped at all.

I'm literally unable to run anything in admin. Cmd, i tried and it did not open, anything that takes administrator runs is unavailable to me and gives me a error saying "The service cannot be started, either because it is disabled or it has no enabled devices associated with it"
