It sounds like there's too many startup programs trying to run. Here's the steps I would take:

-Download and run Start-up Lite. This will disable most of the unneeded startup programs, though not all. If you are interested in removing the rest, I can give you more detailed instructions, but only if your comfortable learning something fairly technical.

-Download and install BootVis. This program can greatly improve the boot speed of Windows XP machines, which is what I'm assuming you have.

-Test the Hard Drive for errors using ChkDsk. Failing Hard Drives can really slow a computer down. To run ChkDsk, go to My Computer, right click the C: Drive (or whatever letter Windows is installed in) and click "properties". Click the "Tools" tab and click "Check Now". Check both boxes that appear. It won't scan until you reboot, btw.

-Finally, defragment the Hard Drive. Fragmented files on a Hard Drive can slow things down quite a bit if left unchecked. Windows has a built in defragment utility, but I prefer to use Defraggler.
