Lower resolution now makes it fullscreen

This is happening in many of my games but I don't know how to fix it.

My computer can't run higher resolutions, so I lower them for my games. What used to happen is instead of stretching it to fill the screen, it would use the pixels in the resolution and the rest of the screen would be black so there was a border of sorts. Now however, all my games are stretched to fill the whole screen and I desperately want to change it back. The way it is now makes the games lag (some to unplayability) despite the resolution since they're taking up the whole screen. Hi

Possible that you could use Windows - Windowed mode and to try this right click the shortcut to the game in question and then choose properties and in the Target field add -window

And then try the game.
