Major Problem

Ok ill give you guys the full load out on whats going down

when san andreas came out for the pc ( this is the date the problems started around )

I got the game VIA a torrent, my download speed then was 50kbps for it

then i reformated my hard drive ( do it once every 2 month ) so i download it again at 50kbps

now 2 weeks ago i went to download it and i got no higher then 5kbps, non of my music downloads download faster then 5kbps but normal downloads from sites still go at 50kbps

i know i must have some problem with it and i think i may have some spywear maby blocking my ports

ive tryed a lot of scanner but thay all show nothing but i KNOW i got somthing on it imm nto suppost to have

also in my games i play ( wow and coduo ) some times my ping on WoW goes well up to 1000ms+ and with cod i got a ping of 30-70ms and some times for no reson i got a connection interupt

i know there must be somthing wrong but i dont know what
