Make a suggestion for my new PC please

    Ok, so I have always gone with AMD, but I'm open to anything. I'm looking for 2 things. I need the best CPU for the money for around $100-130 (AMD or Intel, it'll be for gaming and Photoshop mostly). And I need the best video card for the money for around $200 (give or take).

    Also, can anyone please explain what the difference of PCI-express and PCI-E 2.0 is? Why are there so few 2.0 cards, what do I need to use them, and is there an advantage?
