Making GUI Program

I do have some programming Experience. I wrote one in VBA however I would like to do the same effect with a gui program to make it more versitale. (Spelling). I wold just like to know where to being and how hard it is to create a program. It would be relatively simply, it would store, names, numbers, address, and when each visit was as well as be able to reload prepaid accounts and store a history of information. Also a program which could calculate ring outs, like a cash register. Any info would be appreciated. thanks.
