   so meaning its a plug-in for PS
   
   so now my question is there a mosaic plug-in for corel paint shop pro 11?

   Yes a filter is a plugin for PS, many are available to allow you to create many effects,
   
   The same one works for PSP, under Host Application choose JASC PSP
