malware but not in browser

I am having a glitch in my start menu. The menu keeps jumping around and not letting me open the programs. I was following the malware steps for win 7 and the glitch would not let me turn off the user control as i would try to slide the bar to the bottom it would jump to the top. The guide also said do not move on until it is turned off.
How do i turn the user control off with the menu jumping back to the top?

to late to edit so adding more info.
Looks like any drop down menu has this glitch, tried to install malwarebytes and could not get past the language menu as it kept defaulting to the default.

Problem Fixed
Yes I was having a problem, but the utilities i was using found some stuff and the laptop started working fine. Then this one came back. I went ahead and used the Malware tools i found here. The tools found no threats but a bunch of pup threats and eliminated the files and all started to work again as it should.

So all is well and I do not know if this was malware or not but the tools fixed the problem so Thanks for all your help. Your process works very well and my wife is happy to have her laptop back.
