Malware? or other?

ok I have run through most of the to-do this first list, here is what has happened:
start in safe mode
download ccleaner v.1.41, run setup, error: entry point not found
the procedure entry point Ver QueryValueW could not be located in the dynamic link library VERSION.dll
tried again, installed ok, ran program, cleanup files and registry
ck Control panel for unknown programs/malware none found
ck startup and reboot safemode
set all files to be seen
went thru c drive and deleted all log files etc...
ran ccleaner again
control panel removed unused programs and excess av programs, as per list found malware viewpoint media player
reboot to normal mode to remove ones that would not remove otherwise
error appeared: Run a dll as an APP an exception occurred while trying to run "c:\windows\system32\shell32.dll (screen cleared before could finish writing)
rebooted
ran ccleaner again until nothing found
install spyboot, update, immunize, showed 2 unprotected (in \software (plugins))
adv mode ignor products deselected all
attempt to install counterspy error
windows installer the system administrator has set policies to prevent this installation
attempt to install AVG
error Setup error decompressing data! corrupted install
attempt to download again, same problem with counter spy
attempt to AVG again, worked this time
reboot safe mode unplug network
run ccleaner
ran spyboot - no threats found
ran AVG, while running window popped up Windows explorer has encountered a problem and needs to close (I ignored it and left it sitting there so program could finish running)
found 35 objects(52 traces)
2 traces detected in the following locations, apply all actions, reports, no reports available (?)
rebooted normal mode
remove java
install newest java
install counterspy and update
reboot safe mode with network connected
ran counterspy, found 1 cookie
ran bitdefender, system rebooted itself 1/2 way through, had not found anything up to that point
rebooted safe mode with network disconnected
run spybot 0 problems
run counterspy 1 cookie
safe mode w/ network
attempt to run bitdefender again, ran all the way through-no problems found
reboot normal
windows update message- performed download
run panda activescan system rebooted itself 2 times, ran 3rd time, found 8 spyware and 2 hacking tools/rootkits
reboot normal
getrunkey, error message seen (too fast to read) and system restarted,
did not complete restart locks up on blank screen (the lights on but nobodies home)
F8 not working, can not bypass to safe mode etc., i can see the initial screen, I can get into bootup mode but that is all
put system disk in, can boot into windows, but get message:
System settings Change
Windows has finished installing new devices. The software that supports your device requires that you restart your computer. You must restart your computer before the new settings will take effect.
I have logs to date.
NOW WHAT?
