Malware problem?

Ive been having trouble with my internet, and i have made posts here before, but in networking, but to no avail. My internet is horrendously slow. Its at about 100-150 kbps. I have cable (Time Warner) and it use to be perfectly fine. I am using a router and I have a laptop which is currently unaffected and I wanted to get this outta the way before I try reformatting my hard drive. I can not watch videos at all it seems, and my PS3 dl speeds are faster then my computer...so you can see why I'm here ;p. I am using avast as my firewall at the moment. and btw, i have checked with time warner, and they said everything should be fine, so Im pretty sure its something on my end.
