Malware Problem

I'm sorry if this has been posted before...I've looked through a lot of posts and haven't see it mentioned...

My father opened up an email today and clicked on a link which caused the computer screen to turn blue and it displays the following message...

"WARNING!
YOU'RE IN DANGER!
YOUR COMPUTER IS INFECTED WITH SPYWARE!"

-Then, in smaller white letters, it says:

"All you do with computer is stored forever in your hard disk.
When you visit sites, send emails... All your actions are logged.
And it is impossible to remove them with standard tools.
Your data is still available for for forensics. And in some cases"

-Then the white letters get smaller and continue:

"For your boss, your friends, your wife, your children.
Every site you or somebody or even something, like spyware, opened in your browsers, with all the images, and all the downloaded and maybe later removed movies or mp3 songs - ARE STILL THERE AND COULD BREAK YOUR LIFE!"

-Then, is big red letters again at the bottom, it says:

"SECURE YOURSELF RIGHT NOW!REMOVE ALL SPYWARE FROM YOUR PC!"

There's also some sort of "System Tool" thing that pops up asking for me to buy a program to remove the program. Needless to say, I didn't try that option, but I'm not able to do anything else either. I've tried going in to the advanced startup menu and use Safe Mode, but nothing happens when I try that. I've tried to get in to Safe Mode through MSCONFIG, but that won't work either. It seems like everything I've tried, whatever is on my computer knows what I'm trying to do and blocks me from doing it. I can't get past this blue screen at all. My desktop isn't visible and I can't open up the internet.

Does anybody have any ideas how I can get this virus or malware off of my computer?
