Malware Removal-hopefully an easy question!

    hi, I am following the steps for the Vista and Windows 7 Malware Removal/Cleaning procedure, and I can't get past step 2! Everytime I click on the "Change User Account Control Settings", the Control Panel window just blinks at me and does nothing. I have downloaded and saved all the programs from Step 1, but I am afraid to continue if I cannot perform Step 2.

    My computer is running Windows 7 Home Premium (64 bit), and the spyware/virus I am having problems with seems to be stemming from a program called "MS Removal Tool", which is masquerading as an anti-virus program and is constantly popping up with "warnings" that my computer is infected. If you ignore them for long enough, the blue screen pops up and says that Windows has been shut down to protect it from damage, then the computer restarts.

    PLEASE HELP!!! This has been going on for a week now and I don't know what to do. Thank you SOO SOOOOO much for your time. :)
