Malware Stopping Cleanup

I'm trying to follow Malware Removal Guide. Finally got 'Ask Toolbar' uninstalled but keep getting blocked by popups stating either my Security Zones will not allow the downloads [of the suggested cleaners] or I don't have permitted access. I got Ask off in SafeMode but can't install the cleaners or uninstall the quarantined items even in SafeMode. Running Vista Hm Prem with Comodo IS and Avast AV. Help!

 

If you have access to another computer, download everything you need from there, and then uploaded the tool to the infected computer.
