I have borrowed a laptop to get on here and request some assistance with my desktop pc.

This morning I was using the pc as normal and when I tried to boot up this evening I had the user password box appear but I could not input anything.

I booted in safe mode but when I tried to open up my malware progs everything started to open up and I cannot close down the screens. I tried to system restore but when I hover over the start icon the screen flashes and opens up all sorts of my programs. The mouse cursor will not lock on to anything because of the continous screen flashes. The programs will not close down and I did once manage to start malwarebytes but the scan only lasted 3 seconds and then the screen flashed again to the start scan page.

I tried last known config but that failed ..

Any ideas on how to start the clean up procedure will be much appreciated.

    Welcome to Major Geeks!

What happens if you boot up in either safe mode or normal mode with your internet connection physically unplugged?

Also what happens if you plug in a different mouse?

Not sure if you are having malware problems or not.

You may need to use your other PC to make a special CD which you can boot from to try and run virus and spyware scans or to at least backup data. CDs like the below:

In normal mode the computer will not boot up at all. The windows screen appears wth the password box in the middle but no user/administrator box and I cannot input anything.

In safe mode as before mentioned, the pc goes mad and opens up dozens of windows and error prompts, input prompts but they are all flashing very fast and I cannot close them down with the x box in the top r/h corner.

This happens with the modem unplugged as well as plugged in.

I have also switched the mouse

Also I forgot to mention I am using xp pro operating system

Then your options are as stated in my last message but you could also try the below procedure to try restoring to a Restore Point from before this occurred. It does require that you have your Windows Boot CD

    http://support.microsoft.com/default.aspx?scid=kb;en-us;307545&sd=tech

If the above does not help, or you cannot do this because you have no CD, you will have to try what I have in my last message. If none of those help or can be done, your last option is Reinstall.
