Met Police Virus...cant remove or start in safemode

i was downloading a torrent and loads of pop ups came up and i got the damn police virus asking to pay them lol... i can remove it with malwarebytes however my pc wont start in safemode so im screwed. i got on and quickly logged onto guest account but it came up on there too. i had it last week on the guest account but it wasnt on the main account so i removed it easy enough logged onto main account using malwarebytes but since i cant start in safemode to scan it i have no idea what to do

thanks im running windows xp, i can get about 2-3 seconds once i logon before it pops up i get up task managed before i get a chance to disable it the virus pops up and i cant see task manager anymore
