Microsoft XML 40 Parser SDK

Microsoft SML 40 Parser SDK icon showed up on my desktop and I find several entries for it when I do a Search. Must be a developer tool? It had to have been in an update I downloaded. I am running Win98se on this machine(thanks to Major Geeks Spyware offerings there is nothing you could do to make it stop running), and a week or so ago I downloaded a surprise update for win98, as not many of them make an appearance anymore. But I don't know if this it that download or not.

What is it, why doesn't it show up on my start menu even though there is an entry for it on a search? Can I uninstall the whole thing without doing any harm?

it was part of the XML update.
