After you extracted the file, did you go to the system32 folder and paste it in? Did you then run:
regsvr32 C:\Windows\System32\pdh.dll

Try running system file checker by going to start / run / and type:
sfc /scannow and have your OS disc handy. Run it at least twice.

What Windows version and Service Pack are you using?
This PC is not on a corporate network is it, and subject to administrators?

The error you are getting is likely a DEP (Data Execution Prevention) one, and a possible workarounds are:

1. Make sure you are in the admin account, if not login to the admin account and try again.

2. Turn of DEP so you can regsiter the DLL, and to do this right click Computer > Properties > Advanced System Settings > click the Advanced tab and then unser Performance click Settings > click Data Execution Prevention tab and make sure Turn on DEP for essential Windows programs and services only" is the option enabled and if not enable it and reboot and try again.

3. Open an elevated CMD prompt (only for Vista and 7) and click Start and type CMD into the start search box and when CMD shows in the search list right click it and choose Run as Administrator, then type regsvr32 C:\Windows\System32\pdh.dll and hot enter.
