Mobile Installer Constant Reinstall It Self

I have a UMX Obama phone through Wireless Assurance.There has been this app that keeps on showing up called Mobile Installer from Softbank Corp. It's sub titled in Japanese, or Chinese. There have been times when I open my phone and it's either in the picture taking mode, or on the internet, or something else that I haven't even touched it. I can't stop it, even with the forced stop button. I did manage to uninstall a couple of times but it just appears on the phone again. It keeps on installing itself over and over. Some times it takes up a lot of space, and I don't know what space it takes up. Does anyone know what this program is and how I can remove it.
